关于struts2启动tomcat的错误

创建struts.properties
struts.locale=en_utf-8
（注：如不创建此文件也可以，但在启动tomcat时候会有个警告：警告: Settings: Could not parse struts.locale setting, substituting default VM locale）

在项目的src目录下创建struts.properties文件 再把这句话写在里面就可以了。
